The game was originally created by Andy Davidson as an entry for a Blitz BASIC programming competition run by the Amiga Format magazine, a cut-down version of the programming language having been covermounted previously. The game at this stage was called Total Wormage (possibly in reference to Total Carnage) and it did not win the competition. Davidson sent the game to several publishers with no success. He then took the game to the European Computer Trade Show, where Team17 had a stand. Team17 made an offer on-the-spot to develop and publish the game.During the development of Worms 2, Andy Davidson wrote Worms: The Director's Cut, a special edition produced exclusively for the Amiga. This was, to his eyes, the pinnacle of the series. Featuring weapons not seen in any Worms game before or since, it looks like an enhanced version of the original game. Only 5000 copies were ever sold. It was also the last version released for the Commodore Amiga platform from which the game originated.The references to the developers' home county, West Yorkshire, is visible, with a soundbank named "Tykes", which is a Yorkshire accent, and in the "Hell" level found in the single player mission mode, a sign with "Welcome to Ossett! Ha! ha! ha!" written on it.

The series began with the special World's Scariest Police Chases, which was broadcast on February 2, 1997. It was narrated by actor Peter Coyote, and featured commentary by Captain C. W. Jensen of the Portland Police Bureau.After the first special, the show was broadcast weekly, hosted by John Bunnell, a retired police officer and former Sheriff of Multnomah County, Oregon. Bunnell's commentary was often characterized by over-dramatic descriptions of the struggle between good and evil, the police and criminals, victims and abusers, etc. Although Bunnell hosted and commentated on most of the show, most police video segments were dubbed with the actual law enforcement officials acting in the situation presented. Tire screeching noises, horn beeps and sirens are often overdubbed into these segments.It has been widely noticed that the same voice is used in almost every helicopter footage scene, regardless of the location the footage is from. This uncredited voice is said to be that of Lawrence Welk III who usually goes by "Larry Welk," and is a reporter and helicopter traffic pilot for KCAL-TV and KCBS-TV in Los Angeles. He is also the grandson of famed musician Lawrence Welk. In one episode, his voice is even used as that of an announcer at a motorcross rally.Originally, a typical episode included sections entitled: "PIT maneuver," "Car Thieves," "Rainy Chase," "Big Rig Road Block," "Jumping Off Bridge," and "Drunk Drivers." This was soon dropped, and replaced with a string of clips, each commentated on by Bunnell. After a few videos, a small clip of Bunnell would be shown, often describing the police mentality behind the videos about to appear.Occasionally, episodes were dedicated to police officers killed in the line of duty.

To advance, the player must overcome a number of story-based scenarios and sequences that involve navigating through dungeons while fighting enemies that appear randomly. Characters progress and grow by gaining experience points after a battle, discovering crest graphs, finding ARMs, and mastering sword techniques prompted by various events in the game. This allows them able to battle increasingly more difficult demonic entities.Progressively more powerful armor and weapons can be purchased for each character from specialized shops in towns throughout the world, and new skills can be learned to help the player complete tougher challenges. The gameplay is unit-oriented battlefield tactics with infantry, cavalry, and archer squads and artillery pieces as well as supporting hero and wizard units. Dungeon exploration plays more like a platform game than a traditional RPG, with Lenneth Valkyrie the only visible character and capable of jumping, sliding, swinging her sword, and shooting ice crystals. Enemies are visible and attacking them gives Lenneth a first attack advantage in combat. Character development for most of Einherjar consists of their "death scenes," which are often dramatic and highly emotional and often steeped in symbolism and metaphors, and dialogue between them and the Gods while in Valhalla. Each einherjar has a Hero Value, a number representing their usefulness in Valhalla, and Lenneth must send einherjar with the proper hero values and skills to survive in Valhalla and keep Odin and Freya satisfied.The game is divided into eight chapters, each with different quests, dungeons, and items available. Each chapter is further divided into periods, depending on the difficulty (16 in Easy, 24 in Normal, and 28 in Hard). Visiting towns, dungeons, and recruiting einherjar use up periods, requiring that the player budget their available time. Once the periods in a chapter are up, the Sacred Phase begins, in which Lenneth returns to Asgard and Freya updates her on the status of the war with the Vanir and the fate of her einherjar in Valhalla.It also has a group experience system: battle experience is divided among the active party members, but experience points obtained from dungeon exploration such as solving puzzles and completing dungeons are banked for division among party members at the player's discretion.There are three difficulty levels: Easy, Normal, and Hard, with different available einherjar, dungeons, quests, as well as three different endings. The "B" and "C" endings can be achieved in any difficulty level, while the "A" ending, which completes the entire story, is only available with the completion of certain tasks in the normal and hard difficulties. Also, the Seraphic Gate is only fully accessible in Hard.

Vanguard Bandits is an RPG strategy game played on an isometric grid of squares with representations of all the player and computer controlled ATACs, similar to Final Fantasy Tactics and the Front Mission series by Square. Each character can move around on the grid, attack, and perform support abilities. All actions during that ATACs turn takes up AP (Actions Points), and attacks produce FP (Faint Points). If the Faint Points reach maximum, the pilot is knocked out and cannot perform any actions until he/she awakens, leaving him/her open to attack. When an ATAC unit attacks or defends from an attack, a detailed three-dimensional battle animation with music is shown over the normal grid. Between each battle is a story cutscene where the characters within the ATACs are represented on a similar grid and can interact and further the story line.The player progresses through a total of 20 missions in one of three different story lines. Different battles and events happen based on the choices of the character within certain story scenes between battles, a character's level, or the morale of the group. Notably, if Bastion reaches a high enough level by the end of the third mission, he will be faced with the choice of whether to remain with his companions on the Kingdom branch or to chase after the game's villain, ultimately reaching the Empire branch. Each of these branches has two endings, the Kingdom branch depending on the overall morale of the characters and the Empire branch depending on Bastion's relationship with two female characters. And players who have beaten the game once are given the option of switching from the Kingdom branch to the whimsical, pessimistic, non-serious Ruin branch.

The dual-turn system permits both the player and the computer to move one unit on the battlemap simultaneously.
